from 6:00 a.m. to 7:00 p.m. i.d. requirements in d.c. and maryland may depend on your polling location or if you're a first time voter. heading into election day, the battleground getting the most attention is ohio. it won't necessarily be the state that decides the presidential race. we show you how virginia could tip the scales one way or another. in the electoral college, both central candidates have a path to victory without ohio. and both of those paths could rely heavy on virginia. the state you see in grain on the map are still considered tossups according to nbc news. where virginia denies the presidential race. let's take a look. if president obama wins nevada, iowa and pennsylvania, nevada, iowa, and pennsylvania, and

delays are not expected to have an impact on the commute in the morning. a 75-year-old man was critically injured in an apartment fire. and firefighters found him in the basement of the apartments on generals highway in crownsville. the cause of this fire is still under investigation. >> tonight, a father is facing charges after his 4-year-old child fell on the high-rise apartment window. police charged 30-year-old christopher harley with child neglect. he left his son unattended at an apartment last month. that child fell from the 9th floor apartment. he remains in serious condition in a hospital now. the case goes to trial in december. >> es motion national tribute for a young girl killed on her way to school. she was hit by a car in german town it happened on halloween.

christina. >> a lot of friends and family say christina was a fun loving person who was at times a little goofy. >> she was someone really close to me. i'm going to miss her a lot. >> a life gone to soon. this crowd will keep heremory alive. jamari stone, news 4. tonight a d.c. teenager is behind bars after leaving his phone number at the crime scene. 19-year-old demarco myles raped a student in her dorm room and wrote her a note with his phone number on it. he later scratched it off. myles admitted to attacking another woman last month at the rhode island row complex. she was stabbed 25 times and survived it. both buildings require electronic keys.

one week after hurricane sandy battered the east coast, there's another storm threatening to bring wind and rain to the same areas this week. tonight more than a million people are without power. more than 10,000 living in shelters across seven states. but there are some signs of progress. most new york schools reopened. subways are moving again. the u.s. department offing ary callture is sending more than a million pounds of food to new york. they are trying to make sure the food gets to every area. >> super storm sandy dumped close to three feet of snow on garret county, maryland, and they're still trying to recover. thousands of homes and businesses still don't have power. crews say they do expect to have everybody back online by tomorrow. there shouldn't be anyssues for election day.

in virginia, we know education means opportunity. that's why tim kaine expanded pre-k... championed higher ed and job training... helping make virginia "the best state to raise a child." but george allen has not made our kids a priority. as governor, he tried to cut funding for public schools.

in washington, allen voted to end tax deductions for college tuition. and now, a budget plan that devastates k-12 classrooms-- all to pay for even more tax breaks for the wealthy. seiu cope is responsible for the content of this ad. dramatic home video captured a pretty close call in texas. a small plane clipped an suv as it was coming in for a landing. a student pilot was at the helm. his wife was recording the lesson when it happened. the plane's landing gear was ripped off. part of the suv's roof collapsed but nobody was hurt. the couple in the suv describes the scene. >> it was like a hawk with the

talons copping in scooping up the car and then the talons breaking off. >> i saw it about a second before it hit. i was opening my mouth to go duck, the next thing you know there's shattering. >> the suv was on an access road next to the airport when the plane clipped them. the faa is investigating. >> the 2-year-old boy who fell into a wild dog exhibit at a pittsburgh zoo was killed by the dogs. the medical examiner's report released today says the little boy was mauled after he fell into the exhibit. it happened yesterday. the boy's mother placed her son on a wooden rail so he could see better when he lost his balance. witnesses say he bounced off a net to break his fall and into the exhibit. tv host sharon osbourne

reveals she recently had a double mastectomy despite never getting a diagnosis. she found out she carries a gene that increases her risk of developing cancer. she has already battled colon cancer. she called the decision a no brainer and says she's happy to start enjoying life as a grandparent. most of us have fines in d.c. that dropped by $25 today. some city leaders say it's still not enough. the residents believe the program is about raising money instead of increasing safety. a spokesperson called the fines unfair. in d.c. if you're caught going 11 miles over the speed limit you get a fine. police say the cameras have reduced traffic deaths. doug is here with more about the weather. it got cold in a hurry. >> it's really cold out there.

what does that put us early tomorrow morning? that puts us lower. in the 20s. that's where we're going to be when you wake up and walk out the door. a lot of people getting up early to go out and vote. if you're waiting in line, you will be outside, you will be on the cold side. it's still well below average. today was nine days in a row below average. we'll get to ten fairly easily tomorrow. might get close to 11 or 12 days below average before we go up. 34 in fredericksburg. this is the first time that many of these areas have seen temperatures at or below freezing. that's why we have the freeze warning in effect for the entire

region. back to the west for the most part. you've already seen your freeze. that's why you do not have a freeze warning. you will get below freezing. once again, expect a cold morning. do not expect rain tonight. if it did fall, it would be falling as snow right now. but that won't be the case. through tomorrow we stay dry. here's the system that will make its way to the coast and then move up the coast. the latest computer models, and this is good news, taking this further out to sea, and i like that scenario. i do not think this will be a big impact at all across the region. the latest is a low-impact event for southern maryland up to the philadelphia region in new jersey. around 3:00. mostly starting as rain. but maybe right away as some snow here. so this is one thing we're going to watch very closely. 11:00 at night. maybe as far west as the i-95

corridor. if it were to fall, it would be snow. again, this is a low impact event for us. high impact because of the winds. and the surge here in new york and the jersey shore, they do not want to see this. once again, the latest models keeping us further out to sea some inland snow is still possible. isolated slick spots in the area, possible but not probable. we will see coastal problems. a lot of beach erosion. still a lot of time to figure this out. still have 24 to 48 hours to watch this. right now i'm not anticipating much of the storm at all for us. tomorrow morning, temperatures 25 to 35 degrees. it will stay cold all afternoon

with a high of 49. 45 on your wednesday. 49 on thursday. you can take the percentages down as far as the rain and snow is concerned. then here's one thing that i'm really happy about. the weekend is looking good. 62 on saturday. 65 on sunday. monday, a temperature of 67. not bad at all. i don't know what that was. >> it's beaver fever. yeah. that was so much fun tonight.

>> i missed something. not unusual. i assumed that mike shannahan was kind of taking on politicians. zbl media people always misquoting. he did say that nine times. today he admits he did not clearly articulate his point after the game. so the coach spent this afternoon clarifying those statements. he wants everyone to know that he is absolutely not punting on this season. he raised a lot of eyebrows about going into eflgts mode and trying to figure out which guys want to be on the team for years to come.

many assume that was coach speak for looking to next year. here's the coach from today singing a different tune. >> each game is like a playoff game. you want to see how your players respond. i done care if it's a first year player, a 15-year player. it doesn't matter. we'll see how they play from now on through the rest of the season. when you talk about five games in the nfc east. we're just starting the nfc tour. to think we would play young players or suggest we play young players in the season that is over with is completely ludicrous. >> he is saying the playoffs start in two weeks. the capitals have good news to report. their head coach is being inducted into the hockey hall of fame on monday. the first thing reporters said was congratulations, and the
